You can get a prepaid SIM card from the local cellphone carriers. I normally use Claro. That gives you a local number and data. Once you have that, I’d reach out to your bank or card issuer so that they know that you are in Costa Rica. It’s likely that your ATM card isn’t working due to suspected fraud.
